A Legacy Measured in Decades: The Rose Dyer Lifetime Service Distinction
Some contributions can only be understood over time. The Rose Dyer Lifetime Service Distinction exists to recognise those whose dedication has shaped the Water Federation not in a single moment, but across decades of steady, committed involvement.
Named in honour of founding director Rose Dyer of the Rocky View Water Co-op, this distinction celebrates volunteers and staff whose long-standing commitment has significantly advanced the Federation's mission. Rose was a dedicated healthcare professional and a long-standing leader within the Federation, and her name is attached to an honour that reflects the same enduring impact she had on those around her.
"Rose understood that real change takes time and patience. The recipients of this distinction have that same long view. They have been building something for years, and it shows,” said Water Federation Executive Director, Chris Hancock.
This year, three individuals were recognised at the Water Federation AGM in April for their decades of service and lasting contributions.
2026 Recipients
John North, Georgian Delrich Water Co-op
A cornerstone of Georgian Delrich since its founding in 1979, John contributed more than four decades of technical expertise and leadership to his co-op. Even in his 90s, he continued to mentor others and remained the go-to resource for system knowledge that simply cannot be found anywhere else. John was unable to attend the Water Federation AGM, and Jordan Lee of Georgian Delrich accepted the distinction on his behalf.
Judy Honess, McGregor Water Users Co-op
Judy was the heart of McGregor Water Users Co-op. As Secretary and Treasurer for nearly 20 years, she ensured that everything from governance and compliance to day-to-day coordination ran smoothly. Her reliability and care held the co-op together through years of change. Judy was unable to attend the Water Federation AGM, and Rob Vaile of McGregor Water Users Co-op accepted on her behalf.
Phil Besler, Rocky View Water Co-op
Over more than two decades, Phil helped transform Rocky View into a modern, high-performing utility. He played a key role in infrastructure expansion, operational improvements and long-term planning, the kind of sustained, strategic work that shaped Rocky View for generations to come.
Together, John, Judy and Phil reflect the steady commitment and long-term vision that define this distinction. To honour their contributions, each recipient was presented with a piece from Albertan artists Karen Bishop, Yvonne Bennett and Psquared Designs. The Water Federation thanks them for their dedication.
